Intelligence and risk management

The Canada Border Services Agency (CBSA) continually works on new ways to protect the safety of all Canadians and help the flow of legitimate travellers crossing the border.

Targeting

The Targeting Program identifies people and goods bound for Canada that may pose a threat to the security and safety of the country. The CBSA uses a number of automated advance information sources from carriers and importers to identify people, goods and conveyances that may pose a threat to Canada.

Advance Passenger Information and Commercial reporting requirements provide the CBSA with electronic pre-arrival information on people and goods that can be used to perform risk assessments in advance of their arrival in Canada. People and goods that are identified as posing a threat to Canada are referred for verification and examination upon their arrival at a port of entry.

Intelligence

The CBSA's Intelligence Program plays a key role in the identification of border-related risks and in protecting the safety and security of Canadians. Intelligence activities are conducted to identify, investigate and prosecute individuals and entities that are of interest to the CBSA in connection to organized crime, human smuggling, immigration fraud, terrorism and other violations of the Customs Act and the Immigration and Refugee Protection Act.

Through the collection and analysis of traveller and cargo information, the CBSA produces actionable tactical, operational and strategic intelligence to support the Agency's operations and border enforcement mandate.

In addition, the CBSA collaborates with other domestic and international law enforcement agencies to enhance the Intelligence Program and Canada's border security.
