- CBSA employees who interact with the public;
- Personnel who develop policies or operational manuals regarding the requirements of the ATPDR.
3. Description of the subject matter covered in the training program.
CBSA will be utilizing storyboards to support the online training platform for all participants, which include:
- knowledge in respect of the following principles:
- All persons must be treated with dignity regardless of their disabilities;
- All persons must have the same opportunity to make for themselves the lives that they are able and wish to have regardless of their disabilities or how their disabilities interact with their personal and social characteristics;
- All persons must have barrier-free access to full and equal participation in society, regardless of their disabilities; and
- All persons must have meaningful options and be free to make their own choices, with support if they desire, regardless of their disabilities.
- knowledge in respect of:
- the different types of barriers that may hinder equal access to transportation services;
- the various types of assistance that may be needed by persons with disabilities and the duties of transportation service providers in relation to those needs, including: the type of assistance they must provide, the assistive devices that are commonly used, and the methods of communication that may be used by, or may facilitate communication with, persons with disabilities, such as sign language, augmentative or alternative communication systems, and clear, concise and plain language;
- the communication requirements in the ATPDR and how to interact with persons with disabilities in a manner that respects their autonomy and dignity;
- the role of a support person; and
- the role and needs of a service dog
- knowledge of how the Canada Border Services Agency (CBSA) assists persons with disabilities during the border clearance. During the border clearance process, the CBSA must, on the request of a person with a disability, provide the following services without delay:
- expedite the border clearance process by directing the person, and any support person travelling with them, to the front of the line or to any other line that is intended to expedite the border clearance process;
- assist the person with proceeding through the steps of the border clearance process, including by providing verbal or visual cues or additional instructions;
- assist the person to complete a declaration card or by collecting a verbal declaration; and
- assist the person with the placement of personal items on a counter for inspection and with their retrieval, if the person must undergo more extensive clearance.
4. Description of the principal teaching methods and types of educational and support materials used in the training program.

5. Number of hours of training provided to members of personnel in the initial training program.
Training will be a 1.5 to 2 hour online course.
6. Average period between a member of personnel's assumption of their functions and the initial training program.
Mandatory within the first 60 days after the day on which that member assumes those functions and every 3 years.
7. Frequency and nature of refresher training programs and the number of hours of refresher training provided to members of personnel.
Employees will be required to complete the online course at least once every 3 years.
8. Qualifications and title of any person who provides the initial training and refresher training sessions.

10. Means used to ensure that members of personnel receive training that is suitable to the requirements of their functions and that provides an adequate level of knowledge and skills to carry out those functions.
Different training scenarios outlining how the CBSA personnel will assist persons with disabilities during the border clearance process. Videos will also be used to enhance the training modules.
11. Means used to ensure that members of personnel complete the initial training and refresher training programs within the timelines that are specified by these Regulations.
Communications to the regions, through the established national protocol on dissemination to all operational staff in the regions, advising that the training is available and must be completed by a specific period. Additionally, the course will be added to the appropriate National Training Standards.
The CBSA's Corporate Administrative System (CAS) reports on completion as required.
12. Means used to record and monitor the completion of the initial training and refresher training programs by each member of personnel, including the dates on which the initial training and refresher training programs were completed.
The CBSA's Corporate Administrative System (CAS) keeps track of the initial and refresher training received and generates a report upon request to verify completion.
13. If the transportation service provider enters into any agreement or arrangement with a person for the provision of transportation-related services or facilities, a list of the transportation-related services or facilities that are provided under each agreement or arrangement.
